Implementation of the 2014-2020 Human Capital Operational Program Evaluation Plan Lot 2: Evaluation of technical assistance interventions.
Implementation of the 2014-2020 Human Capital Operational Program Evaluation Plan Lot 2: Evaluation of technical assistance interventions. The objective of the evaluations is to analyze the efficiency, effectiveness and impact of the use of FSE resources through the Sectoral Operational Program Human Resources Development 2007-2013 and the Human Capital Operational Program 2014-2020 within the fields of Social Inclusion and Technical Assistance. They must also highlight the factors that contribute to the success or failure of implementation, as well as the sustainability of the funded actions. The evaluations must lead to a series of conclusions and lessons learned, accompanied by related recommendations, which can be transferred in operational terms to the Managing Authority so as to serve its purposes for decision-making and management of the Human Capital Operational Program 2014-2020 . The evaluation reports will set out recommendations for both the 2014-2020 programming period and the future programming period, where appropriate. Regarding the evaluation of the POSDRU within Lot 2, a retrospective of the following interventions will be carried out in order to identify and quantify the impact, draw objective conclusions and formulate useful recommendations for the design of the POCU implementation:

Implementation of the 2014-2020 Human Capital Operational Program Evaluation Plan – Lot 1: Evaluation of interventions in the field of social inclusion. The objective of the evaluations is to analyze the efficiency and effectiveness of the use of the financial resources allocated by the Partnership Agreement from the perspective of the implementation mechanisms and the performance framework. They must also highlight the factors that contribute to the success or failure of implementation, as well as the sustainability of the funded actions. The evaluations must lead to a series of conclusions and lessons learned, accompanied by the related recommendations, which can be transferred in operational terms to the Ministry of European Funds so as to serve its purposes of decision-making and management of the Partnership Agreement, both for the period programming period 2014-2020 as well as for the post 2020 programming period.

Services regarding the evaluation of existing educational, psychological and social assistance
Services regarding the evaluation of existing educational, psychological and social assistance programs at the level of the penitentiary system, the evaluation of the standard tools for the assessment of prisoners used by the penitentiary system, the development of new social reintegration programs and the support of training sessions for specialists who will apply the new programs. This project is a component of the “Correctional” project implemented by the National Administration of Penitentiaries. The specific objectives of this project, which support the specific objectives of the “Correctional” project, are as follows:
- Improving the quality of programs, based on the evaluation results, to better address the needs and areas of interest of incarcerated individuals, including the needs of Roma and other groups at risk of social exclusion.
- Developing five new programs to meet the unmet needs of incarcerated individuals.
- Improving the calculated probabilities and quality of information resulting from the application of assessment tools, to achieve an accurate multidisciplinary assessment of incarcerated individuals, which will support decision-making related to planning rehabilitative interventions, assignment to a particular execution regime, eligibility for conditional release, and risk of recidivism.

Technical assistance services for project management and information and advertising services
Technical assistance services for project management and information and advertising services for the implementation of “Separate collection infrastructure to achieve waste recycling objectives in Sector 2, Bucharest City” project. The general objective is to raise the standard of living of the population and improve the environmental quality in Sector 2 of Bucharest Municipality by implementing a sustainable waste management system in accordance with the legislative requirements of the sector, the provisions of the circular economy package, and commitments made by the environmental sector, in the context of Priority Axis 3 of POIM, by:
- Providing qualified and efficient support to Sector 2 of Bucharest Municipality in managing the project ‘Separate Collection Infrastructure for Achieving Waste Recycling Targets in Sector 2, Bucharest Municipality’ to ensure the successful implementation of the Project, in compliance with the provisions of the Funding Contract;
- Supporting UIP in coordination with other Romanian authorities (OI, AM) in the preparation of the Procedures Manual, setting up an archiving and monitoring system for documents compatible with SMIS;
- Ensuring proper publicity and adequate promotion of the measure and correct information for the population regarding the construction works and objectives proposed in the Project, in accordance with the Visual Identity Manual for Structural Instruments in Romania;
- Ensuring good visibility of the integrated waste management system in Sector 2 of Bucharest Municipality, funded through POS Environment, achieving a good level of public awareness regarding the requirements and advantages of this system by developing and implementing an information and awareness campaign for the public regarding integrated waste management in Sector 2 of Bucharest Municipality; promoting EU support for the realization of the project.
